QUALIFICATION EXAMINERS

This will be general procedures for all D8 Coastal Region Qualification Examiner to follow based on the new requirements of Ref (a).  This will cover procedures for the following four areas;   

 

1.   New Coxswain and Crewmember Qualification Procedures, 

2.   Third Year Currency Maintenance,  

3.   REYR procedures, 

4.   New QE Application procedures. 

 

Some of the new items that a QE needs to be aware of prior to verifying a members task completions:

 

1.   Effective immediately, any member that is being certified a new position MUST complete the appropriate ICS courses (yes both Coxswain and Crewmember). Only those members that are already certified have until the end of 2007 to complete those courses before they go into REYR.  This task should be verified by the QE prior to conducting a QE session.  

2.   Merchant Mariners license do not count for the NAVRULES.  QE must make sure member has actually completed the NAVRULES and is not expecting to use their Merchant license. 

3.   There is a new Operations Policy Manual and National SAR Plan Open Book Exam that must be passed prior to certification.  The member may take this exam online which can be accessed at the On Line Testing site,  http://cgexams.info/testing/index.asp?bhcp=1.  If a member does not wish to use the online exam, they can have a QE request a paper exam from the OTO

1. NEW COXSWAIN AND CREMEMBER QUALIFICATION PROCEDURES

1.  Every Division and Flotilla conducts training a little different to fit their AOR.  It is not the intent of these procedures to specify how a member will go through their training to become a new Boat Crewmember and Coxswain.  QE’s need to be sure that they read and are familiar with ref (a) Chapter 3 and 4.  This document will highlight some key issue for the QE’s to be aware of when conducting the final QE Check ride and the requirements to submit final recommendation to the OTO.

2.  When a member has completed the appropriate qualification guide, ref (b), (c) or (d), a request for the service of a QE should be made by the FC, FSO-MT or Flotilla Boat Crew Training Coordinator using the QE request form, Appendix G of ref (a).  This request will be sent to the Area QE Coordinator who will schedule a QE session.  The AQEC will make every attempt to schedule a QE session with a QE outside the candidates Flotilla.  For the Initial Crewmember or Coxswain certification, the AQEC MUST schedule a QE session with a QE outside the members Flotilla.  If the QEC is unable to do this, the AQEC must contact the CQEC to ascertain the availability of a QE from another area.

 


3.  The QE Session by a QE is for the sole purpose of qualifying candidates, NOT training!

4.  Upon completion of the QE session and the candidate successfully passing, the QE will submit the CG Auxiliary Boat Crew Program Qualification Letter, appendix C of ref (a) and the completed Mentor Tracking Form, appendix B of ref (b), (c) or (d) to the OTO via their AQEC.  The AQEC will endorse the recommendation and forward to the OTO with a copy to the CQEC.   If the original Mentor Tracking Forms are sent, be sure that the member keeps a copy for themselves.  The original of appendix C with signatures must be routed to the OTO.

 

2.  THIRD YEAR CURRENCY MAINTENANCE

1. When a Coxswain or crewmember approach their three year currency maintenance QE session, they must obtain the Third Year Currency Maintenance Form, Appendix F of ref (a), with the required information filled out by the FSO-IS who can provide the form directly to the member.  This must be presented to the QE at the time of the QE session.  

2. When Coxswain or Crewmember obtains Appendix F, a request for a QE check ride may be requested from the AQEC using Appendix G of ref (a).

3. The QE will use the appropriate enclosure of ref (a) when conducting the third year maintenance check ride.

4. If a member successfully completes the check ride, the QE will complete the proper section of Appendix F and forward that along with the signed off Enclosure to the OTO at the DIRAUX office with a copy to the AQEC and CQEC.  It is recommended that that the QE also keep a copy.

5. If any of the required tasks are not performed at prescribed level, the member should be informed immediately and the session terminated.  Notify the AQEC and CQEC so they can help get the member additional training. 

 

3.  REYR PROCEDURES

1.  A member will go into REYR for one of the following reasons: 

a.   CREWMEMBER  

 - QE Approval (3 year maintenance)  

- 8 hour TCT (every 5 years)  

- 1 hour TCT refresher (annual)  

- U/W hours (12 annual) 

b. COXSWAIN  

- QE Approval (3 year maintenance)  

- 8 hour TCT (every 5 years)  

- 1 hour TCT refresher (annual)  

- NAVRULES (every 5 years)    

- U/W hours (12 annual)

2.  Most common cause for folks to go into REYR is for lack of the annual hours.  If this occurs, the member will have to make up the missing hours as a trainee.  For example, if the member was short 4 hours, he/she would have to make up those 4 hours as a trainee to get out of REY at which time they will still need to do the required annual 12 hours, this would total 16 hours that year.  Once those hours are made up, they may notify a QE who will verify with the IS Officer that the hours are made up and entered into AUXDATA and will than make a request to the OTO to take that member out of REYR.  This may be done by email indicating the members name, employee ID #, and the hours made up as a trainee and requesting to take member out of REYR.

3. If a member goes into REYR for their TCT or NAVRULES, this would have to be completed prior to being taken out of REYR.  Once verified by the OTO, the member will re-certify.

4. If a member goes into REYR for QE Approval, member must follow procedures 2. above, Third Year Currency Maintenance.
